Preheat oven to 350°F. Lightly grease a 9 x 9 baking pan, set aside.
In a large bowl combine whole wheat flour, unbleached white pastry flour and baking powder.
In a separate bowl cream together the 1/2 cup butter and honey until smooth, add eggs and vanilla extract and blend well.
In a third bowl blend the carob powder, melted butter and milk, then pour into the honey mixture, blending well. Add the flour mixture slowly stirring together until smooth. Add the chopped nuts, carob chips and raisins (or another dried fruit of choice).
Pour batter into the prepared baking pan and bake for 25 minutes. Let cool before cutting into bars. Makes 24 bars.
