Preheat oven to 425°F and line a baking sheet with parchment. In a bowl, mix flour and sugar. Cut in butter with pastry blender until the mixture resembles coarse crumbs.
Stir in cheddar and 1 teaspoon garlic powder, then add buttermilk and stir until dough comes together, adding more if needed.
Drop ¼ cup portions on prepared sheet and bake 12–15 minutes, until golden brown. While hot, brush with melted butter mixed with ½ tsp garlic powder, parsley and salt.
