Preheat oven to 350°F. Line an 8 x 8-inch square pan with parchment paper.
Combine flour, baking powder, nutmeg and salt in a small bowl; set aside.
Mix together melted butter and sugars. Add egg, brandy or bourbon, and vanilla and mix well. Fold in dry ingredients, then mix in white chocolate chips.
Spread evenly into prepared baking pan. Bake until a toothpick inserted in the center comes out clean, about 25-30 minutes. Let cool at least 30 minutes before slicing. Yields one 8 x 8-inch square pan.
