Preheat oven to 325 degrees F. Grease two loaf pans, set aside.
Boil together sugar, 2 cups water, shortening, salt, and raisins. Cool until cold.
Dissolve baking soda in 1 teaspoon hot water. Add flours, cinnamon, cloves, xanthan gum and baking soda solution to sugar mixture; blend well. Divide into two loaf pans. Bake about 45 minutes.
