  1. Place water and Vegi Soup Mix in a medium soup pot and bring to a simmer over medium-high heat. Reduce heat to medium-low and simmer for 30 minutes.
  2. Add carrots, celery, onion, and salt and simmer until grains and vegetables are tender, about 30 additional minutes, then add milk.
  3. Place flour in a small bowl. Slowly add 1 cup of warm soup broth to the flour, whisking continuously, until a smooth and thick mixture, free of lumps, forms. Add this mixture back into the warm soup and stir until thickened, about 5 minutes. Serve immediately.
