Preheat oven to 325°F. Oil a 9 x 13-inch baking pan.
Whisk together eggs, water and oil. Add cake mix and stir until combined. Spread batter in an even layer in the prepared baking pan. Bake until a toothpick inserted into the center comes out clean, 50-60 minutes. Cool completely before frosting.
Place freeze-dried strawberries in a zip-top plastic bag and use a rolling pin to smash them into a fine powder.
Combine strawberry powder, powdered sugar, butter, milk and salt in the bowl of a stand mixer. Mix on low speed until moistened. Increase to high speed and beat until very fluffy, scraping down the sides of the bowl as needed, about 3 minutes.
Spread frosting on top of the cooled cake with the back of a spoon, creating swirls and peaks. Allow the frosting to set for at least 1 hour, or cover and chill for up to 1 day. Just before serving, top with sliced strawberries and flowers.
