Yes, you can always substitute gluten free oats in place of conventional oats in a recipe. Just make sure you use the same cut the recipe calls for.

You can make them your own by adding whatever alternative sweeteners you prefer. Just make sure you swap a liquid for a liquid and granular for a granular so the texture and structure are consistent in the recipes.

Healthy Breakfast Bars? Every recipe I've looked at so far has some type of refined sugar as a major ingredient. They might properly be called desert bars. Also granola really comes from a tradition of not using refined sugar.
